About Lucian Niemeyer

Lucian retired in January, 2014 from the United States Senate Committee on Armed Service after an 11-year tenure on the committee’s professional staff for numerous Senators where he established his reputation as the national expert on a range of national security and military programs. He initially managed the military installations portfolio, most notably providing oversight of the 2005 Base Realignment and Closure (BRAC) round, local community support programs, global basing issues and privatization programs for military housing, utilities, and land management. He developed innovative legislative solutions and budget decisions to address concerns of the Department of Defense and communities for effective property disposal from previous BRAC rounds as well as addressing the implementation of the 2005 BRAC round.

In 2008, he was asked to assume additional responsibilities for the review of national military strategy, defense budgets and appropriations, federal energy programs, industrial base issues including depot policy, and Air Force acquisition programs. During this time, he spearheaded the committee's priorities for responsible government spending and increased scrutiny of major acquisition activities. He collaborated on provisions to manage Air Force programs while planning for the stationing of the F-35 Lightning and KC-46 Tanker. He also led the oversight of the Department of Defense's proposed investments of over $20 billion for facility construction to support U.S. military force realignments overseas to ensure the prudent use of taxpayer funds.

In 2012, he was assigned additional portfolios for defense environmental programs and as co-lead of the committee’s Seapower subcommittee providing oversight of the Department of the Navy's acquisition and shipbuilding programs, most notably surface warfare modernization efforts including construction of the aircraft carriers and the Littoral Combat Ship (LCS). He collaborates on numerous provisions to improve the oversight and cost controls of the Navy’s $33 billion new aircraft carrier construction program and the $38 billion LCS program

Starting in 2008, he also served as the lead staff member for the Readiness and Management Support subcommittee focusing attention on installation management and the impact of declining defense budgets on the preparedness of the Nation's armed forces. Recognizing his expertise in the legislative process, he was also assigned the responsibility of reviewing and developing legislative packages for the adoption of hundreds of amendments during Senate floor consideration of the annual National Defense Authorization Act. During his entire tenure on the committee, he maintained a Top Secret (SCI) security clearance.

  • National Military Strategy: Defense budgets and appropriations, efficiencies initiatives, supplemental appropriations, Sequestration, Quadrennial Defense Review.
  • Military Readiness and Management: Contract policy, industrial base activities, military logistics and resource movement, military training and operations, fuel/energy policy, working capital funds, equipment readiness, global force structure alignments, and the sustainment of military ranges.
  • Military Installations: Base Realignments and Closures (BRAC), Military Construction, privatized housing and utilities, facility/infrastructure maintenance and property asset management, land conveyances, global basing, and support programs for local communities that host military bases.
  • Acquisition Programs: Air Force aircraft and weapons systems procurement, Navy shipbuilding with emphasis on aircraft carrier programs, Littoral Combat Ship, weapons, and aviation assets.
  • Community support, energy, and environmental programs: Public/private ventures, Office of Economic Adjustment, Defense Clearinghouse, DOD operational energy office,
  • Legislative Process: Senate rules and parliamentary procedures, legislative cycles, Member requests. Extensive experience preparing witnesses, writing testimony, and managing hearings - provided testimony and expertise in dozens of committee mark-ups of Defense Bills, and have negotiated thousands of conference compromises with House committees.

Military Service: Lucian served theAir Force with 15 years of active and 5 years of reserve service in the military engineering (PRIME BEEF, RED HORSE) career field. He was assigned to all levels of command up to headquarters, USAF. He was stationed around the world, including two years in the Republic of Korea, honing skills in facility/infrastructure repair and construction, facility programming, and contract management. He also deployed to the Middle East and Central America as a combat engineer. After transitioning to the U.S. Senate, Lucian continued his military service in traditional status as a member of the Virginia Air National Guard, where he was assigned to the Headquarters staff as a plans officer. He retired in January, 2008 at the rank of Lieutenant Colonel.

 Education: Lucian used an Air Force ROTC scholarship to receive a Bachelor of Architecture, from the University of Notre Dame in 1987. He also obtained in 2000 a Master of Business Administration from The George Washington University, Washington DC, and followed with a Master of National Security and Strategic Studies (HD) in 2002 from the Naval War College, Newport, RI.
